Hello, I’m new to web design and I want to build a portfolio in order to get a job as soon as possible. However, I don’t have anyone to design websites for since I’m new. But I thought about building interfaces of projects that don’t exist. But I’m worried that when I include them in my portfolio, the recruiter would want to visit the website, is it okay to include photos of the interface without including the actual website since it doesn’t exist?

As long as you don’t try to portray it as work you’ve completed and that they’re prototypes, it’s fine. It’s still showing your skills and aesthetics which is the important thing.
But make sure you show your whole process. Mockup design requirements and show what you’re trying to accomplish. Show various states for the interfaces, and your thought processes on how to solve imagined problems. Don’t just show pretty pictures.

Just add some sort of indicator on your title or description which shows as prototype.
