Is it another tool/mechanism to spread the word about an author’s writings? Definitely.
An author is out to make sales. The only way to make sales is if people know about the writings. The days of publishers/publicists doing all the press releases and all the other work to market a book are pretty much gone. With self-publishing and all the other options instead of the traditional market, it comes down to the author to make a name for themselves before a major deal will be reached. And I would venture to guess that the first things MOST publicists would do when they sign an author is to ensure they have a viable and vibrant online presence.
I’m genuinely curious as to who you think would be enforcing such a compulsion.

It is a good idea to build profiles on LinkedIn, Facebook, write guest articles with authorship credit. It will also be great if the author has his own site in the promoted niche. You can also create podcasts and post them on sites.
