I want to use Exif Cleaner on Linux Ubuntu or Debian, but I don’t know how to install it. When I go to the homepage, there are a lot of files and I don’t know what to do with them, just some code written there. Please advise.

You use Virustotal to scan the file before installing it. The file from the GitHub repo looks to be OK (the repo has 1.5k stars), but you should always be wary of installing any unknown file from the internet.
I just uploaded it for you. Here are the results. As you can see, 0 out of 57 engines flagged it a suspicious, which is a good indication that it is safe to install.
Then you can go ahead and install the file by double clicking on it. Once it has installed successfully, you should find an entry for Exifcleaner in your start menu.
